Was born on April 24, 1969 in Nizhnekamsk.
Graduated from the law faculty of Kazan State University with a specialization in jurisprudence (1992). After graduation from the university he continued a full-time postgraduate study at the law faculty. He is a master of laws.
1988-1989 – service in the Soviet Army.
1993 – head of the Housing Privatization Agency of the Sovetsky District Administration of Kazan City.
1995-1997 – head of the Staff of the Sovetsky District Administration.
1997-98 – first deputy head of the Vakhitovsky District Administration – prefect of Kazansky Posad territory.
1998-2005 – head of Nizhnekamsk Region Administration and of Nizhnekamsk City (since 2005 – Mayor of Nizhnekamsk). Member of the Board of Directors of OAO Nizhekamskneftekhim.
2000 - 2004 – deputy of the State Council of the Republic of Tatarstan.
November 2005 – head of Kazan Administration.
2006 – head of the Executive Committee of the Municipality of Kazan.
March2006 – deputy of Kazan City Duma.
March17, 2006 – Mayor of Kazan.
April 2006 – member of UN Advisory Board on local government.
October 2006 – vice-president of Worldwide Organization ‘United Cities and Local Governments’ – president of the Eurasian regional section of Worldwide Organization ‘United Cities and Local Governments’.
Vice-president of the organization of World Heritage cities; International Assembly of Capitals and Cities; Russian Union of Historical Cities and Regions (Chamber Chairman of Historical Cities). He is on the board of the Union of Russian Cities.

Married, has four children.
